What is the certificate of life?

The certificate of life (אישור חיים) is an annual document that Israeli pension recipients — primarily Bituach Leumi (National Insurance Institute) beneficiaries — must submit to confirm they are still alive and continue receiving their pension payments.

This requirement exists because Israeli pension funds and the National Insurance Institute have no automatic way to verify the status of beneficiaries living outside Israel. To prevent overpayments to deceased recipients, they require this annual confirmation.

Who needs a certificate of life?

You need to submit a certificate of life if you:

  • Receive any pension payment from Bituach Leumi and live outside Israel
  • Receive a survivor's benefit from Bituach Leumi from outside Israel
  • Receive a disability allowance from Bituach Leumi and reside abroad
  • Are an heir or family member receiving pension payments on behalf of a beneficiary

If you live in Israel, you are not required to submit a certificate of life — the National Insurance Institute can verify your status through Israeli government records.

When is the certificate of life due?

Bituach Leumi typically requires the certificate of life annually. The timing depends on when you first enrolled and when your previous certificate was submitted. If you miss the deadline, pension payments may be suspended until a valid certificate is received and processed.

You should receive a reminder from Bituach Leumi, but many recipients living abroad miss these notices. If you haven't submitted a certificate in the past 12 months and your payments are still active, it's wise to submit one proactively.

What form is used?

Bituach Leumi provides a specific form — the "Certificate of Life for Recipients of Benefits Abroad." The form is available from the Bituach Leumi website and branch offices, or it may be mailed to you. The form must be signed in front of a licensed notary in the country where you reside.

The notarization process for the certificate of life

  • Obtain the current Bituach Leumi certificate of life form
  • For remote clients: scan or photograph the form and send it to us. For U.S.-based clients, in-person signing can be arranged
  • The notary verifies your identity, witnesses your signature, and notarizes the document
  • You receive the notarized original for mailing to Bituach Leumi, plus a scanned copy by email
  • Mail the original to the Bituach Leumi address indicated on the form

The certificate of life for Bituach Leumi does not require apostille in most cases. Notarization by a licensed local notary is sufficient. Confirm this with Bituach Leumi directly if you're unsure, as requirements can occasionally change.
