This requirement exists because Israeli pension funds and the National Insurance Institute have no automatic way to verify the status of beneficiaries living outside Israel. To prevent overpayments to deceased recipients, they require this annual confirmation.

You should receive a reminder from Bituach Leumi, but many recipients living abroad miss these notices. If you haven't submitted a certificate in the past 12 months and your payments are still active, it's wise to submit one proactively.
Bituach Leumi provides a specific form — the "Certificate of Life for Recipients of Benefits Abroad." The form is available from the Bituach Leumi website and branch offices, or it may be mailed to you. The form must be signed in front of a licensed notary in the country where you reside.
